I made the water with c4d, and simple convert to fry material converter. After modify a bit with fry material manager.

What a good luck...I can't make that the Fryconverter material works in 3DSMAXV9...

I suppose that only a plane with a procedural noise modifier what you use for the water object...

No..the water is a rectangle object and a wave texture used as a bump map.

As far as I know, you can't do that in max... Go to manual/plugin section..
